(1) The manager shall establish a welfare fund for the rights, interests and safety of the working journalists working in the media establishment.
(2) The manager shall deposit the following amount in the fund established as per sub-rule (1):-
(a) The amount to be deducted by five percent from the monthly salary earned by working journalists,
(b) Ten percent of the amount provided by the Government of Nepal to the communication establishment for public welfare advertisement,
(c) The amount to be ten percent of the income received by the communication establishment for advertisement each year,
(d) clauses (b) and
on the amount of profit in each year in the communication establishment (c) After deducting the following amount, the remaining amount will be five percent of the total profit.
(3) The manager should open an account in a commercial bank and deposit the amount remaining in the welfare fund.
(4) The operation of the welfare fund shall be by the joint signature of the manager and any working journalist appointed by the manager.
(5) Every communication establishment shall have the fund established in accordance with this rule audited by a recognized auditor every year.
(6) Every communication establishment shall publish the audit report as per sub-rule (5).
